1 have to inform you that Colonel Freire

d'Andrade called at this office on the 29th ultimo

and requested the good offices of His Majesty'» Nov-

orimont in assisting the Portuguese Coverment to

arrive at aone agreasent with the Chinese Coverment

with regard to a question which has recently arizon

in Kacso.

Colonel d'Andrade stated that the negotiations

in regard to the delimitation of the boundary were

making no progress and thut, in the meanwhile, it

was impossible for the Portuguese Covermont to pro-

ceed with their plans for the improvement of the

harbour. But although they were unable to improve

the harbour the Portuguese wished to proceed with the

dredging operations, which are absolutely necessary

to prevent the silting up of the existing chemol.
