WITH reference to your letter of the 19th July, forwarding copy of Sir J.

India Office, July 21, 1911. Jordan's telegram No. 162 on the subject of Indian uncertified opium in Hong Kong, I am directed by the Secretary of State for India in Council to suggest that, with the consent of the Colonial Office, the opinion of the Government of Hong Kong should be obtained on Sir J. Jordan's suggestion that Hong Kong should be closed to uncertified opium.
