I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter dated the 13th July, 1911, forwarding copy of a letter from Messrs. David Sassoon regarding the uncertificated opium reported to be on its way to Hong Kong.

I am to suggest that Sir John Jordan should be informed of the apprehension expressed by Messrs. David Sassoon, and asked whether he has any reason to think that the closure of the ports to uncertified opium will not be made effective by the Chinese authorities.

The inquiry and Sir John Jordan's reply might be repeated to the Government of India.
