I have received and considered your despatch
No.34 Commercial of May 16th respecting the claim of
the China Commercial Steamship Company against the
Mexican Government.
You should inform the Mexican Goverment that
His Injesty's Government support the claim made by the
Company and suggest to them the advisability of ap-
pointing a representative to discuss with a repra-
sentative of the company the amount of compensation
which it would be reasonable for the Government to
pay. In the event of the Mexican Government con-
testing their liability you should propose that the
question should be referred to the decision of some
arbitrator, who should be a member of the Permanent
Court of Arbitration at The Hague, with power to
