J!!! I have the honour to enclose copy of a despatch dated

22nd May which I have addressed to the Secretary of State

for the Colonies on the subject of co-operation in police

matters between this Government and the Canton Authorities.

2. The proposals originated in a conversation which

I had with the Governor General during my visit to Canton

and have only recently assumed a shape in which I could

communicate them to you. I have to express regret that a

notice regarding them should have appeared in the Press

before you had been fully informed of the agreement

arrived at.
