Dear Mr. Wei Han,

In confirmation of the interview which took place at Goverment House today and in accordance with your request I have pleasure in sending you notes of the following points, which were raised by His Excellency the Governor, and in which I understood you to concur:--

(a) Káég/W_Each Goverment to have one detective on each of the steamers plying daily between Canton and Hongkong.

not The same detective to be always on the same steamer,

(b) The Captain Superintensident of Police in Hongko ng

and the Police Taotai in Canton to correspond with each other direct by letter or telegram on matters relating to crime and any information to be telegraphed respecting the arrest and description of crimimals believed to be on board steamers in transit between Hongkong and Canton or vice versa.

(c) Arrangements to be made for extradition to China of criminals wanted for minor offences (included as extraditable offences in the first schedule of the Chinese Extradition Or- dinance of this Colony No. 7 of 1889), provided that the Can- ton Government should give an undertaking that the death sen- tence will not be inflicted for such minor offences.

(d) An attempt to be made to cheapen the process of ex- tradition for the Chinese Government either by the appointment of the Assistant Crown Solicitor to prosecute for a fixed fee or by making an arrangement with a Hongkong firm of solicitors to undertake such prosecutions at low charges.

(e) The Canton Government to inform the Captain Superin- tendent of Police in Hongkong in all cases when a detective, spy or informer is é sent to this Colony, in order that our Police may assist him such detectives, spies or informers to report themselves on arrival in Hongkong to the Captain
