India Office to Foreign Office.—(Received July 7.)

THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Marquess of Crewe, forwards herewith, for the information of the Secretary of State, with reference to India Office letter of the 3rd July, copy of enclosures in a letter from the Foreign Secretary to the Government of India, dated the 15th June, 1911, relative to a Kachin rising against the Chinese.

Simla, June 9, 1911.

A report from His Majesty's consul, Tengyueh, states that he is informed that there is a considerable increase in the number of Kachins in revolt, and that about 800 troops of Hsunfangtui have gone to the spot. General Chang left Tengyueh on 1st instant, and consul is informed that general has arranged for the dispersal of Kachins. The Tengyueh Taotai has requested that steps may be taken to prevent Kachins escaping across frontier. Instructions are being sent to Deputy Commissioner, Bhamo, to take measures to discourage harbouring in his district of Kachins from disturbed area,
