Gentlemen,

Foreign Office to Messrs. Pauling and Co.

Foreign Office, June 21, 1911. I AM directed by Secretary Sir Edward Grey to inform you that a telegram has been received from His Majesty's Minister at Peking, stating that Sheng-hsuan-huai, the President of the Board of Communications, wishes to construct a section of the Hukuan Railway, probably the American one, by contract, and that he is anxious that Lord ffrench should return to China as soon as possible.

Sir J. Jordan has informed the local agent of the British and Chinese Corporation, and I am to suggest that Lord ffrench should cousult the Anglo-American-Franco- German Syndicate through the Hong Kong and Shanghai Bank.

The gist of Sir J. Jordan's telegram will be communicated to the Hong Kong and Shanghai Bank.
