Foreign Office, June 14, 1911. I AM directed by Secretary Sir Edward Grey to remind you that, since the receipt of your letter of the 6th instant asking him to accord Lord ffrench a personal interview in connection with the Chenchow-Aigun Railway scheme, a memorandum has been received from Lord ffrench, from which it appears that the assistance and support of His Majesty's Government are desired with a view to obtaining the consent of the Japanese Government to an alternative line or lines put before the Russian Government. According to Lord ffrench's letter of the 1st instant to M. Kozakow the views of that Government have not yet been definitely ascertained, and Sir E. Grey will await a further communication from your firm on this point before considering what action may be open to His Majesty's Government in the matter.
