I HAVE received your despatch No. 222 of the 22nd ultimo, forwarding correspondence which has passed between yourself and the acting British consul at Harbin relative to the proposed agreement with the Russian Government for the payment of municipal taxes by British subjects in the Russian railway settlements in Manchuria.
I shall be glad to be furnished in due course with the draft of any agreement which may be reached between Mr. Sly and his Russian colleague, and with any observations you may have to offer on the proposed arrangement.
