THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards herewith, for the information of the Secretary of State, copy of enclosures in a letter from the Foreign Secretary to the Government of India, dated the 18th May, 1911, relative to the proposed revision of the Russo-Chinese Treaty of 1881.

IN continuation of my letter dated the 14th March, 1911, I have the honour to forward, for the information of the Government of India, a copy of a letter dated the 28th February, 1911, from His Britannic Majesty's consul at Kashgar on the subject of the proposed revision of the Russo-Chinese treaty of 1881.

Kashgar, February 28, 1911. IN continuation of my letter dated the 31st January last, on the subject of the Russo-Chinese treaty revision, I have the honour to subjoin translation of the following note, which appeared in the "Ili Peh-Hua-Pao" of the 12th January last :---
"We have already reported that the Wai-wu Pu were deputing two of their assistant secretaries, Kuang-Chêng-Fu and Fu-i-Chêng, to make an investigation on frontier matters in Tli and the New Dominion. These two officials arrived at Ili at 4 P.M. on the 10th January, and are staying at the Shangwu Tsung Chü (foreign trade general office). We have heard that they will to-morrow pay visits to the various yamêns, and will then commence their investigations."
