Foreign Office, June 6, 1911. WITH reference to your despatch No. 160 of the 18th April last relative to the proposed international scheme for the defence of the treaty ports in China, I transmit to you herewith, for your information, a copy of a letter from the Admiralty on the same subject.*
I approve your proposal to consult your French, German, Japanese, and United States colleagues with regard to the completion of the scheme.
