CONFIDENTIAL.

SECTION 4,

[20652]

No. 1.

Sir,

Admiralty to Foreign Office.-(Received May 29.)

WITH reference to your letter of the 12th instant, forwarding copy of a despatch

Admiralty, May 26, 1911. from His Majesty's Minister at Peking, rolative to the proposed revision of the inter- national scheme for the defence of the treaty ports in China, I am commanded by my Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for Foreign Affairs, that they concur in his proposal to approve of Sir J. Jordan's suggestion that he should discuss the completion of the scheme with his French, German, United States, and Japanese colleagues.

With regard to the last paragraph of your letter of the 30th December last, I am to state that the Commander-in-chief, China, has reported that his letter to the Japanese Minister of Marine (an admiral and a personal friend of his) was sent in the ordinary way through His Majesty's Ambassador at Tokyo, so that there would appear to have been some misapprehension in assuming that the letter was sent direct.

The enclosures to Sir J. Jordan's despatch are returned herewith as requested.

I am, &c.

C. I. THOMAS.
