India Office, May 31, 1911. I AM directed by the Secretary of State for India in Council to acknowledge the receipt of Sir Francis Campbell's letter of the 18th May, and to say in reply that, as the Netherlands Government have now decided to postpone the proposed Opium Conference indefinitely, Lord Crewe presumes that the alternative mentioned at the close of Sir E. Grey's despatch of the 11th May to His Majesty's Ambassador at Washington will not be further pursued. It would seem to be open to the objection that the Powers directly interested in the trade in morphia and cocaine have either reported that at present they are without the necessary information on the subject, or have not yet accepted in principle its inclusion in the programme of the conference.
