Manila,

May 31, 1911.

With reference Le Mr. Layard's despatch No. 9

Commercial of the 12th May 1909 I have the honour to

forward herewith a cutting from a local newspaper giving

in full the text of the decision that transshipment

en a through Bill of Lading does not violate the Payne

Bill of 1909 requiring that goods, in older to entitle

them to free entry into the United States, he shipped

direct from these Islands to the port of entry in the

United Stules. On the passage of the above Bill it

would be suffered by British

was feared that some loss

H

'direct shipment" being

In fact American lines

seu carriers owing to the term

taken to mean "in one bottom".

began fren that date to pay more attention to the carrying

trade from Manila to the United States and two lines

changed their schedulesin order to include Manila among

their direct ports or call.

The above decisien, however will peruit goods te be

carried to Hongkong in local boats and to be transferred

there as long as they do not enter inte the commerce

of Hongkong.
