I am directed by Secretary Sir Edward Grey to

acknowledge the receipt of your letter of the 24th

ultimo, 19131, enclosing a despatch from the Governor

of Hongkong forwarding a draft Bill to amend the

Naturalization Ordinance of 1902.

Sir Edward concurs in the view expressed in the

second paragraph of your letter, that the Act of the

British Parliament does not constitute any obstacle

to the passage of the proposed Ordinance, and he does

not appreciate the difficulty raised in the minute of

the Chief Justice of May 5th last, inasmuch as the

Ordinance will only be operative within the limits of

the Colony.

Sir Edward also concurs in the amendments sug-

gested in paragraph 3 of your letter.
