I should like to suggest a board with the possibility of having a permanent board of 4 (two representatives from both sides) together with a further representative of either party, such third representative to be present at the meetings but whose vote should only be effective as regards the section of the line belonging to his government; i.e., discussion having produced a plan which is live, the vote should take place as regards its effect on the Chinese section or its effect on the British section. In each case, the Govt concerned would have the final say, and vice versa.
This method of there being three representatives on each side would doubtless produce deadlocks, but it would remove the Chinese objection to a joint control, and business men might occasionally come to an agreement by this means. At any rate, the managements on either side would meet one another.
