I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letters 11966/1911 of the
You.
11th ultimo and 16232 of the 22nd ultimo relative to
the question of the ownership and working of telegraphs
in the territory of Hong Kong.
On the receipt of your first mentioned letter, Sir
E. Grey telegraphed to His Majesty's Minister at Peking
for his observations upon the proposals contained in
the despatch of the Governor of Hong Kong to the
Secretary of State for the Colonies of March 13th last
and a reply to this telegram has just been received.
Sir J. Jordan states that there appear to him to
be grave objections to Sir F. Lugard's proposals and he
asks that sanction to the proposed legislation may be
withheld until he has had time to examine the question
and submit a full report.
