Gentlemen,
Foreign Office to Messrs. Dixon and Co.
Foreign Office, May 6, 1911, I HAVE laid before Secretary Sir E. Grey your letter of the 21st ultimo, in which you enquire whether any new regulations enacted by China as a result of the present opium negotiations at Peking will apply to non-Indian as well as to Indian opium.
I am to inform you that India only has been referred to in connection with these negotiations, because she alone among opium-growing countries has treaty rights with China, by which she may, subject to certain conditions, import opium into China. The Chinese Government have, however, laid down and enforced the principle that the opium of Persia or of any other country not having treaty rights shall not in any case receive treatment more favourable than that accorded to opium imported from India.
