I ENCLOSE copy of a telegram just received from Peking stating that negotiations have now been concluded, and that the signature of the Hukuang Loan Firal Agreement has been fixed for the 20th instant.
Let us hope that, between then and row, even the ingenuity of the continental groups may fail to interpose any fresh cause of obstruction.

Telegram received from Peking Office, May 18, 1911.
COMMUNICATE following to groups :-
Interview Sheng this morning. Negotiations concluded in terms of our wire of 17th May. Signature fixed for evening of 20th May. By Chinese desire, American engineer-in-chief will be appointed. Tchang Kueifu section 300 kilom. Foregoing in accordance with Paris agreement and arrangement made between Deutsche- Asiatische Bank and American group with reference to deletion branch line. Loan agreement secures equal opportunities to manufacturers four nationalities, while Paris agreement makes purchasing agent responsible to four groups. We have therefore felt it inadvisable risk complicating already critical situation by suggesting American purchasing agent for section Ichang Kueifu, and have in loan agreement designated Deutsche-Asiatische Bank as purchasing agents for entire line.
