Peking, April 28, 1911. WITH reference to my despatch No. 51 of the 7th February last, I have the honour to transmit herewith for your information, and, if you should see fit, for transmission to the War Office, copy of a report which I have received from Lieutenant-Colonel Willoughby, military attaché to His Majesty's Legation, recording the progress made during the first quarter of this year in the construction of railway and telegraph lines in China.

Report by Lieutenant-Colonel Willoughby.

THE state of railway and telegraphic communication in China, as far as I am aware, remains generally, as shown in my report dated the 15th January, 1911, and the map attached thereto, to which I have only the following few notes to add.

RAILWAYS.

Chinese Lines,

(Open to traffic or under construction.)

Kolgan-Suigüan (Chang-sui Extension).--Lieutenant C. A. MacAlister, Cameron Highlanders, has recently been to Ch'ai (not Ts'ai) K'ou P'u,* and gives the following additional information :---

One train runs daily from Kalgan and back, taking about three and a-half hours to do the single journey.

The first stage to the second station (? Tien Chien) beyond Ch'ai K'ou Pu (180 li, i.e., some 60 miles from Kalgan) is to be completed by the end of May; the second stage, a further 180 li, by the end of 1911; and the third stage to Kuči Hua Cheng in four years time.

The engines are made at the Baldwin Works, Philadelphia, U.S.A.

The stations are:-

Yen Chia Tsun (stop only, no station buildings), about 4 miles from

Kalgan.

Kung Chia Chuang, about 10 miles from Kalgan.

Kuo Dei Chuang, about 25 miles from Kalgan. Ch'ai Kou P'u, about 30 miles from Kalgan.

The bridges (near Ch'ai K'ou Pu) over the Tu Yang Ho (530 yards long, seventeen stone piers), and IIsiao Yang Ho (five spans of 100 feet) are to be completed before July. Temporary bridges span these rivers meanwhile; difficulties are being experienced in getting labour.

* The point to which the line is now open to traffic. Rails are laid 20 li (about 7 miles) further, and one construction train runs out daily from Ch'af K'on Pu.
