I ENCLOSE copy of a telegram just received from Hillier. As Sheng can hardly hope to make his proposal retrospective, I assume that what he intends is to constitute all future trunk railways Imperial lines, instead of leaving each section to be owned and operated by the authorities of the provinces through which it passes.
To that, so far as I can see, there can be no objection on the part of the groups, and, unless, therefore, His Majesty's Government desire to intervene, I do not propose to place any difficulty in the way of Sheng's obtaining the edict he is applying for.

COMMUNICATE the following to four groups: In order to silence obstruction Hunan by placing all provinces on equal footing, Sheng is urging issue of Imperial edict transferring all main railway line to control Board of Communications. Sheng promises signature Hukuang Agreement immediately aforesaid edict issued, probably within ten days.
