Foreign Office, May 4, 1911, I AGREE with you that there appears to be no objection to the proposal contained in Mr. Hillier's telegram enclosed in your letter of to-day's date, by which all future trunk railways in China should be treated as Imperial lines, and I do not think that His Majesty's Government would desire to intervene,
