YOUR telegram No. 105 of the 25th April: Hukuang loan. Germans have withdrawn their ultimatum with regard to amount of loan proceeds to be deposited with native banks, and four groups have authorised their representatives at Peking to conclude agreement without further delay on basis of deposit with Chinese banks not to exceed one-half of loan proceeds.
