I EXPLAINED to M. Cambon to-day, in the same way as I had explained to Count Benckendorff yesterday, the procedure which I proposed to adopt with regard to the Chinese loan as affecting Manchuria.

I also explained to him the difficulty we had in making diplomatic representations at Peking opposed to railway enterprise in Manchuria. I had refused the American request, that we should give support at Peking for the railways, on the ground that the agreement with Russia bound me to neutrality. I had practically given it to be understood that I would stand aside.
