Sir J. Jordan to Sir Edward Grey.--(Received May 22.)
Peking, May 6, 1911. IN my despatch No. 67 of the 5th February, 1908, I had the honour to transmit the printed copies of an agreement, signed on the 21st January of that year, between the Shansi Bureau of Trade and the Peking Syndicate (Limited), for the redemption of the latter's concessions in Shansi.
I have the honour to transmit herewith copy of the letter from the syndicate's agent-general at Tien-tsin, informing me that the total amount of the indemnity referred to in article 2 of the agreement, viz., 2,750,000 Hong Ping Hua Pao taels, has been duly paid to the syndicate on the dates specified in article 4 of the agreement, the last receipt being issued on the 29th ultimo for a final payment of 458,334 Hong Ping Hua Pao taels.
I have communicated the above information to the Wai-wu Pu in a note, copy enclosed, dated the 4th instant, and have at the same time reminded them of the promise made to the syndicate in article 7 of the agreement with regard to possible future loans which the province of Shansi might require in connection with mineral development, as requested in the last paragraph of Mr. Brazier's letter.

Your Excellency,
April 29, 1911. I HAVE the honour to refer to the agreement beween the Shansi Bureau of Trade and the Peking Syndicate (Limited), for the redemption of the principal and supplementary covenants for opening mines, manufacturing iron, and transporting minerals in five localities in Shansi, namely, Yu-hsien, Pingting-chou, Luan-fu, Tsechou-fu, and Pingyang-fu, signed by my predecessor, Mr. George Brown, agent- general of this syndicate, and Mr. Liu Tu-ching, head of the Shansi Bureau of Trade, on the 21st January, 1908, and sealed by the Wai-wu Pu, copy of which contract was duly signed by your Excelleney and stamped with the legation seal, and now beg to inform your Excellency that the total amount of the indemnity referred to in article 2 of the above agreement-2,750,000 Hong Ping Hua Pao taels--has been duly paid to this syndicate on the dates specified in article 4 of the agreement, and that receipts for each payment, as received, have been duly given on the due dates, the last being issued to-day by myself to Mr. Liu Tu-ching, for the final payment of 458,334 Hong Ping Hua Pao taels.
Should your Excellency be reporting this to the Wai-wu Pu, for the information of the Governor of Shansi, I would beg that reference be made to the promise, in article 7 of the agreement, that "if by any chance the province of Shansi shall hereafter desire to raise a foreign loan in connection with mines, working of iron, or transport of minerals, the province of Shansi shall notify the Peking Syndicate (Limited), and if the Peking Syndicate's proposals are in all respects fair and moderate shall then proceed to further negotiations."
