THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Viscount Morley, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 24th April, 1911, relative to the Pawngsheng raid.

PLEASE refer to our telegram dated the 16th instant, regarding Chefang. Burmah Government telegraphed on the 20th instant as follows :-

Consul, Tengyueh, telegraphed on the 13th instant to following effect :----
"Please refer to your telegram No. 24. On the 11th instant the Tantai promised me that the Lun Ling Ting, with force sufficient to restore order, would return to the frontier immediately. I informed him at an interview to-day that I intended to proceed to scene of disturbance in person. I was begged by the Taotai, who appeared much perturbed, to abandon the idea; Tantai pledged himself that urgent messages should be sent to Ting, and vigorous action taken. In these circumstances I have agreed, pending further information from you regarding action of Ting, to postpone my journey. Chinese, I have reason to suspect, are not acting in good faith in this matter.'
"We have requested superintendent, Northern Shan States, to report whether Ting takes action, in accordance with Taotai's promise."
