Peking, March 15, 1911. WITH reference to Sir G. Buchanan's telegram No. 36 of the Fitli instant, yesterday a further note was left at the Wai-wu Pu by the Russian Minister. It reiterates the views of the Russian Government on the interpretation of the treaty with regard to the establishment of Russian consulates, free trade, and monopolies. The Wai-wu Pu undertook to take the matter again into consideration.

M. Korostovetz says that his Government are neglecting more "important considerations in favour of the elaboration of minor points, and professes to be in the dark as to their object. While he is ignorant of the intentions of the Russian Government, he anticipates that an amicable solution will be arrived at,
