MR. BRYCE'S telegram No. 23, with regard to China currency loan,

I am informed by the political director to the effect that M. Pichon, in a telegram to the French Ambassador at Washington, which is at present awaiting his signature, approves the declaration which the United States Government suggest, but with reservation that British and German Governments give their approval.
