To His Excellency the British Minister in the Mexican Re-
public.
The company which I re recent has already had the
honour to address 1.B.H's Tagation asking for the protec-
tion of the interests which have illegally suffered from
the acts of the Mexican Government in prohibiting the land-
ing of the passengers who arrived from Hung Yong in Mexican
ports, under the protection of the constitution of the coun
try and in accordance with tie contract which the Depart-
ment of Co municetions and Public Works has executed with
the China Commercial Steamship Company Ltà.
Your Legation was pleased to take into considera-
tion this delicate matter, and initiuted preliminary nego-
liations to obtain from the Government of the Republic in
accordance with the provision of its own lave and the uni-
versul stipulations of International Law. The negotia-
tions having advanced this far, tue representatives of the
dovaranent auprouted that the matter might be arranged in
sn equitable mammer by administrative process, and for this
purpose, conferences were held with the Chief Executive of
the Republic as ell as with bone of the Secretaries of
State, who by reason of t sir competency, took cognizance
of the y estion raised by the company's claims.
For this purpose, legnd work was undertaken and
specific claims founded on law were only presented, for the
violations which had been comitted by the subordinate au-
thorit.es and sanctioned by the Department of the Interior,
acting in the name of the Prasident of the „epublic.
