Mr President,

Your favour of the 4th instant in which you tell

Mu that I should treat the question of the claims made by

the Company I represant in an official manner, obliges me

Lu trouble you with some necessary explanations on the sub-

ject, which will clearly state the real ponition of those

claims before your Govorrment.

When the wepartment of the Interior issued the

restrictive rulings in 1908 which gave rise to the Compa-

ny's claims, the latter were presented through H.B.M's Le-

gation, because the company wad wrganizou under English

Iaxb. With the intention of removing from this questionn

its international character, the Vice President and the re-

resentative of this Company held a conference with you, in

which it was agreed that the claims should be discussed di-

rectly with the Mexican nove ̈mment, in order that the lat-

ter might take into consideration their justice and reach

a decision.

For that purpose 2 long and detailed state-

ment was Dent to the wepartment of Communications and Pub-

lic Works together with the legal grounds which were con-

zidered
