Loung Kan hing, before you in due form respect-
fully states that with reference to the petitions I have
had the honour to present to you and to the Department of
Communications, claiming thepayment of loss and dansges

I bêy to remind you that, by virtue of verbal ex-
planations which are well known to the Executive of the U-
nion, I was glad to solmit this case to the conciliatory
resolution of the Mexican Goverment, and fur that purpose
suspended the diplomatic negotiatiure which I had commenced
through H.B.M's Logation, and that being desirous of roach-
