Mr President:-
With the sincere desire to settle with your Go-
vernment the difficulties which arised against the free ex-
ercise of the trade to which this Company is dedicated, in
its voyages frum Hong Fong to Mexico, I bog to sub it to
your consideration the scheme for the compensation for the
loss and damages suffered through the order which on the
part of the authorities of the country, restricted the ful-
filment of the contract which the pepertmant of Comunies-
tions and Public Works executed with the China Commercial
8.8.Co Ltd.
The desire to conciliate the interests under my
charge and guaranteed by that contract with the purposes of
your Gover ment relative to publi: boalth and the oblige-
tions of International Friendship and Trade, have decided
me to initiate, outside of alplomatic chanel, that is to
Bay apart from the intervention of H.B.M's Tegation be-
cause the company is organized under British law, a friend-
ly séttåement which will redress as far as possible, the
very serious injury which that company has really suffered
through the many complications caused by the rulings of the
Mexican Authorities, as ell as the heavy losses which it
will suffer in the future through the suspension without
cause,
