25th ultimo enclosing a copy of a despatch from the

Governor of Hong Kong respecting the action taken in

that Colony on a request preferred by the United States

Consul General for the arrest, with a view to subsequent

surrender in extradition, of one James Kogan alias

Rogers (presumably an American citizen) charged with

embezzlement of Two thousand Roubles from the Manchurian

Company (Limited) British Corporation at Harbin.

A case involving somewhat similar considerations,

and the construction to be placed on the special word-

ing of Article X of the (Ashburton) Treaty between this

Country and the United States of August 9th 1842, arose

in the Straits Settlements in 1892 and formed the

subject of a letter from your Department of December
