Foreign Office, April 29, 1911. OPIUM. Your telegram No. 108 of the 29th April. There is no objection to the proposal that the increase of duty should take effect from the date of the signature of the agreement provided that the specified condition is fulfilled. The India Office, however, believe that Government of India do not clearly understand the reference in your telegram to reduction in uncertificated opium being

made.

It is understood here that the reduction in each of the years 1912, 1913, and 1914 by one-third is an additional reduction beyond the annual 5,100 chests of certificated opium to be exported, and does not affect the 16,000 chests of uncertificated opium for other markets.
