Mr. Addis to Foreign Office.--(Received Apri. 26.)

Hong Kong and Shanghai Banking Corporation, 31, Lombard Street, London, April 26, 1911.

I HAD a telegram this morning from the Germans withdrawing their ultimatum with regard to the amount of Hukuang loan proceeds to be deposited with the native banks.

The four groups being now all agreed upon this point, I have wired Hillier authorising him to concede the Chinese option to deposit one-half of the loan proceeds with guaranteed Chinese banks.

In view of the extensive concessions made by the groups, I trust nothing may now occur to delay the signature of the final agreement.

FOLLOWING from four groups :---

"Re your wire of 24th April, rather than risk prolonging controversy you are nuthorised conclude Hukuang loan agreement without further delay on basis of deposit with Chinese banks not to exceed one-half loan proceeds. It would be well to point out to Chinese inexpedient transfer money to China which may afterwards have to be remitted back for purchase material Europe, America."
