I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of
Downing Street, April 13, 1911. of the 31st March with regard to Mr. Hewett's proposal that a claim should be put forward, in connection with trade passing into China through the leased territory of Hong Kong, for privileges similar to those enjoyed by Great Britain in respect of the trade across the Burmah-China frontier and by France and Russia in respect of the trade across the frontiers between their Asiatic possessions and China.
2. I am to request you to inform. Secretary Sir Edward Grey that Mr. Harcourt concurs in his proposal to inform Sir John Jordan that no action should be taken in the sense suggested by Mr. Hewett.
