Peking, January 11, 1911.

With reference to your telegram No. 4 of the 7th instant, yesterday the agent of the French group was told by my Russian colleague that the latter had inade a notification to the Chinese Government to the effect that his Government would insist on a Russian adviser being appointed if an American financial adviser were appointed.

M. Koristovetz said, moreover, that the Wai-wu Pu had received two similar notifications from M. Ijuin, the first when the preliminary agreement was concluded with America, and the second when the representative of the American group began to urge its fulfilment on his return to Peking.
