RE your telegram of the 11th April. As a general principle groups can only agree to modifications the necessity for which can be shown to have arisen through changed circumstances since date of initialled agreement. Therefore Chingmen- Hanyang branch line we agree omit. Deposit loan proceeds native banks. raises question of principle to which we cannot agree. Article 15, agree accept latter alternative as proposed by you. Article 18, agree share inspector's fee on condition that right to reject goods on arrival abandoned. French, Germans, and Americans
concur.

HUKUANG Railway.
Following from group's representative, Peking, for communication to other
groups :--
"At conference with four Ministers 5th April, Sheng refused to withdraw other demands in exchange for omission branch line, but Ministers consented to omission branch line provided that group could come to satisfactory arrangement other terms with Yuchuanpu. As result of conference group's representative with Yuchuanpu 7th April we have revised agreement as follows:-
Chingmen-Hanyang branch line to be omitted; Sheng states provincial company will be allowed to construct same at their risk, but considers line unprofitable and will memorialise throne to this effect.
