With reference to your telegram No. 156 of the 8th instant, I learn from my American colleague that serious difficulties have arisen in the negotiations.
The appointment of an adviser is objected to by the Ministry of Finance, who state that the Senate has been given their assurrance that no adviser will be appointed.
