St. Petersburgh, March 14, 1911. "NOVOE VREMYA announces that its representative has been informed at Ministry for Foreign Affairs that reply to last Chinese note has already been sent to Peking. In this reply Russia declares that she will insist on her rights in questions of the appointment of consuls and trade monopoly in Mongolia, and will enforce them by
every means.
Newspaper adds that it is announced from well-informed sources that occupation of Kulja is one means of pressure likely to be adopted. (End of R.)
(P.) Assistant Minister of Foreign Affairs cannot receive me till to-morrow, and so I have not yet been able to ascertain whether the information published by the "Novoe Vremya" is correct or not.
