Foreign Office, April 26, 1911. WITH reference to your letter of the 25th January last, I am directed by Secretary Sir Edward Grey to transmit to you, to be laid before the Secretary of State for India, the accompanying copy of a letter from the Netherland Minister stating that the German, Japanese, and Portuguese Governments are at present unable to give the assurances with regard to the prohibition of the trade in and manufacture of morphia and cocaine iu their respective countries, which His Majesty's Government made a condition to their taking part in the Opium Conference to be held at The Hague this summer, and enquiring whether, in the circumstances, it would be preferable to have the conference postponed until next year.
Sir E. Grey would be glad to be favoured with the observations of Lord Morley at the earliest possible date with regard to this suggestion.
I am at the same time to transmit to you a copy of a note which has been received from the French chargé d'affaires, from which it appears that, though the French Government are ready to take part in the conference on the 1st July if necessary, they have not been given sufficient notice of the views of this Government to enable them to collect the necessary data and statistics regarding morphia and cocaine.
