American Embassy, London, April 18, 1911. REFERRING to Mr. Phillips's note of the 2nd January last giving the names of the Portuguese delegates to the International Opium Conference which is to meet at The Hague on the 1st July next, I am instructed, and have the honour to inform you that the President has appointed, as delegates on the part of the United States to the conference the Right Rev. Charles H. Brent, Protestant Episcopal Bishop of the Philippine Islands; Mr. Hamilton Wright, of Livermore, Maine; and Mr. H. J. Finger, of Santa Barbara, California. Mr. Frederic Huidekoper, of Washington, D.C., will act as secretary to the delegation.
