Peking, November 12, 1910. OPIUM. With reference to your telegram No. 145 of the 9th instant, acting consul-general at Canton telegraphs as follows regarding limitation of trausit of opium to Kiangsi

"No. 20 of the 10th November.

"I am forwarding copy which I have obtained of the investigation office's procla- mation of the 1st November. It is therein provided that the quantity of opium conveyed to Kiangsi province shall be reduced 30 per cent. per year, and that opium in transit shall be more carefully supervised, I am lodging a protest with the Viceroy."

I am protesting to Wai-wu Pu against arbitrary reduction of Indian opium proceedling in transit to Kiangsi.
