THE Under-Secretary of State for India presents bis compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Viscount Morley, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 19th March, 1911, relative to a raid by Kachins in the Northern Shan States.

March 19, 1911. REFERENCE is invited to telegram, dated the 13th instant, from Sir J. Jordan. Following telegram received from Burmah Government :---
"Superintendent, North Shan States, has information (?) that Powang circle, Ilsen Wi North State, has been raided, and Pawng Seng village burnt, by 200 Kachius from Chefang. Marus of Powang circle have been at feud locally with tribe of Azis (Szis). Assistant superintendent recently punished the Azis, who, in order to avenge punishment by attacking Marus, have called in their relatives from over the border. Sao Naw, a leader of the Azis, is said to have erected a stockade in Powang. Assistant commandant, Lashio, and assistant superintendent, Kutkai, are proceeding with 110 military police to Powang. It is not likely that stand will be made by Azis. Superintendent has asked consul at Tengueh to press Chinese to take action on their side of the frontier. No political significance is attributed to raid by the lieutenant- governor."
