WITH reference to Sir J. Jordan's telegram No. 66 of the 4th instant in regard to
Paris, March 10, 1911. the Chinese loan, I have the honour to report that the American Ambassador told me yesterday that the French Government had accepted the proposal that a financial adviser belonging to a nationality not participating in the loan should be nominated by the four groups interested; they had, however, stipulated that no portion of the loan should be devoted to purposes connected with Manchuria unless the Russian and Japanese Governments gave their consent.
