"Britannic Majesty's Government that the provisions of

the Treaty should apply to the leased territory of

"Wei-hai-w01. As regards the leased territory of

"Kowloon, however, they wished that, for the purposes

"of this Treaty, it should be treated as part of His

"Britannic Majesty's Colony of Hong Kong. He thought

"that an exchange of notes dealing with these points

"would probably be desirable at the time of the biglla-

"ture of the treaty.

"Monsieur Kato accepted the views of His Britannic

"Majesty's Government with regard to the leased terrİ -

"tories of Wed-hai-wei and Kowloon, and said that the

"Imperial Japanese Government intended that the pro-

"visions of this treaty should apply to the leased

"territory of Kwantung. He agreed as to the desir-

"ability of an exchange of Notes.

"Monsieur Kato expressed an earnest hope on be-

"half of the Imperial Japanese Government that the

"Crown Colonies of Hong Kong, Straits Settlements and

"Ceylon woula adhere to the treaty.
