I am directed by Secretary Sir E. Grey to forward,
for the information of Mr. Secretary Hurcourt, a copy
of the Treaty of Commerce and Navigation between Great
Britain and Japan, which was signed on the 3rd. instant.
The ratifications of the Treaty are to be exchanged in
Tokio early next month.
At the same time I um to call your attention to
the following secret declarations relating to Article
26 woich were made, with the concurrence of the Secre-
tary of State for the Colonies, at a meeting of the
British anu Japanese Delegates held at the Foreign
Office on March 3ru. last.
"Article 26. Mr. Mckinnon Wooo asked whether
"the Imperial Japanese Government intended the pro-
"visions of the present treaty to apply to the leased
"berritory of Kwantung. It was the intention of His
