Corporation.
I addressed a very strong note to Wai-wu Pu 3rd March, and requested issue of an Imperial decree removing railway from control of the provincial companies and enforcing terms of loan agreement of 6th March, 1908.
Apart, however, from fact that a large portion of line is already constructed, our experience during last three years shows fulfilment of original agreement is a very remote contingency, and the present proposal appears to me to offer a-practical solution of the question. It will not, however, serve its object unless it can be accepted without delay, as effect of our pressure will soon wear off.
