Hsi Liang, who was Viceroy when the Imperial edict of the 20th September, 1906, was issued, was afterwards transferred to Yüunan and Kueichow, and is now Viceroy of Manchuria.

I am indebted to Mr. W. H. Wilkinson, His Majesty's consul-general at Chêngtu, and to Mr. W. S. Toller, His Majesty's acting consul at Chungking, for allowing me access to replies on the subject of opium received by them from missionaries in various parts of the province. These replies all bear out the conclusion at which I have arrived.
